A system of controlling the use of land that is administered by local planning authorities, subject to supervisory powers of the Secretary of State. The current planning system was essentially the creation of the Town and Country Planning Act 1990, which introduced the concept of the development plan. Broadly, the county councils formulated and kept under review structure plans of general policy for their areas, while the district authorities maintained local plans of detailed policy for theirs. The structure plan and local plan for an area together constituted its development plan. The Planning and Compulsory Purchase Act 2004 replaced structure plans with Regional Spatial Strategies (RSSs) and local plans with Local Development Frameworks (LDFs). Further changes were introduced by the Localism Act 2011, which enabled local communities (such as parish councils) to develop neighbourhood plans.

The machinery of control remains planning permission, without which no development of land may take place. The Secretary of State has granted permission for certain classes of development (“permitted development”) by a general development order applicable throughout England and Wales; permission may be granted for particular cases by special development orders. In all other cases permission is a matter for local planning authorities (normally at district or borough level), with a right of appeal to the Secretary of State against its refusal or against conditions attached to it. The implementation of control is by local planning authorities, primarily by serving an enforcement notice. The Planning Bill currently (2021) before Parliament proposes a fundamental review of the planning system.
