The thrust of the legislation is to focus upon accommodation, and homelessness is the lack of such accommodation. The focus is wider, however, because it looks at people who normally reside together. Local authorities have to provide accommodation for the homeless but not the intentionally homeless, a critical concept around which much of the reported litigation turns.
