free movement The movement of goods, persons, services, and capital within an area without being impeded by legal restrictions. This is a basic principle of the European Union, whose treaty insists on the free movement of goods (involving the elimination of customs duties and quantitative restrictions between member states and the setting up of a Common External Tariff) as well as the free movement of services, capital, and persons (including workers and those wishing to establish themselves in professions or to set up companies).
