释义 | National Health Service Following reorganization in 2002, the regional provision of NHS services was managed by Strategic Health Authorities, whereas local healthcare services (e.g. general practitioners, hospitals, ambulances, pharmacies) were managed by Primary Care Trusts, which commissioned these services from NHS Trusts and other provider organizations. However, Primary Care Trusts and Strategic Health Authorities were abolished under the Health and Social Care Act 2012 and new organizations, such as Clinical Commissioning Groups, were established to take their place. At the same time, NHS services were opened up to competition from other providers, and the vast majority of hospitals and other NHS Trusts became foundation trusts (see NHS Foundation Trust). Local authorities have assumed responsibility for budgets for public health (see Health and Wellbeing Boards). The Department of Health and Social Care remains responsible for strategic leadership of the health system but no longer directly manages any NHS organizations. The Care Act 2014 also established Health Education England (HEE) and the Health Research Authority (HRA) as statutory non-departmental bodies (NDPBs).
