private foster parent
A person who cares for and accommodates in his home for more than 28 days a child under 16, in respect of whom that person is neither a parent, relative, or guardian. Such a child is defined as a privately fostered child under the Children Act 1989 and as such is governed by Part 1X of the Children Act 1989. Foster parents, unlike other carers, are subject to local authority control. The status of foster parenthood does not of itself confer parental responsibility and hence the child may be removed from the foster parent’s care at any time by its parents. A foster parent may acquire parental responsibility in several ways: an application can be made for a child arrangements order in respect of the child, or the foster parent may apply for adoption or seek appointment as a special guardian (see special guardianship order).
