referral order An order of the court requiring an offender aged 10–17 years to attend a youth offender panel and to agree a contract with the panel; this will typically involve reparation to the victim or the community as a whole and participation in a programme designed to address the offending behaviour. Where a young person is charged with a criminal offence for the first time and pleads guilty, the court will in almost every case impose a referral order. The order may last from 3 to 12 months. |
