释义	final act A document containing a formal summary of the proceedings of an international conference. The signature appended to the final act is not regarded as binding on the signatory state with regard to the treaties it refers to. For the document to be binding, a separate signature is required followed by ratification. In rare circumstances, the final act can constitute a treaty.
