inchoate adj. The word “inchoate” means “undeveloped” or “just begun”. Certain acts, although not constituting a complete offence, are nonetheless prohibited by the criminal law because they constitute steps towards the complete offence. These inchoate offences include attempts, conspiracies, and encouraging or assisting a crime even where this crime is not in fact committed (Offences under the Serious Crime Act 2007 ss 44–46).
