Police and Crime Panels (PCPs) Local bodies established in 2011 to examine the actions and decisions of each Police and Crime Commissioner and to make sure that relevant information is available to the public, thereby promoting accountability. The main focus is on strategic matters, such as whether the PCC has achieved the aims in his Police and Crime Plan and consulted appropriately with the public and victims of crime. The PCPs are empowered to make (and publish) reports and to issue recommendations on such matters as the appointment of a chief constable or the level of the precept (council charge for the police); in the latter case, they may veto the proposed charge if they vote to do so by a two-thirds majority. A Panel may hold public meetings to question the PCC or to discuss his annual report. It will also handle any non-criminal complaints against the PCC or his deputy (criminal complaints being the province of the Independent Police Complaints Commission). Panels include at least one elected representative from each local authority within the police area. |
