Constitutional Treaty of the European Union Following the signing of the Treaty of Nice in 2001, a convention was established to provide a simplified single document that would represent a “constitution for the EU”. The Constitutional Treaty, which provided for the creation of an EU President and foreign minister and further limited the right of national veto, was signed by member states in October 2004 and was due to come into force in 2006. However, following unfavourable referendums in France and the Netherlands in 2005 it was not ratified and did not become law. The 2007 Lisbon Treaty has many similarities with the Constitutional Treaty: it was ratified in 2009. |
