housing health and safety rating system (HHSRS) A system introduced by the Housing Act 2004 for dealing with housing that may be unfit for habitation. The local authority is obliged to consider the effect of the housing conditions on the health and safety of occupiers and to decide if they pose a hazard. If they do, the authority must decide what action is required. They may serve a hazard awareness notice, an improvement notice, or, in extreme cases, a demolition notice. |
