An offender who commits the same offence on more than one occasion. Under the Criminal Justice Act 2003, in sentencing an offender the court must treat each previous conviction as an aggravating factor, having regard to (a) the nature of the prior offence and its relevance to the current offence and (b) the time that has elapsed since the prior conviction.
