retorsion (retortion) A lawful means of retaliation by one state against another. It is usually provoked by an equally lawful, but discourteous, act of the other state, such as trade discrimination measures that single out foreign nationals or by hostile propaganda produced via government-controlled sources of information. Thus, if the productions of a particular state are discouraged or kept out of a country by differential import duties, or its subjects are put at a disadvantage as compared with other foreigners, the state affected may retaliate by like laws and tariffs.
