open for signature
When states have negotiated a treaty they settle its form and content by drawing up a text setting out its provisions. In expressing their agreement with this body of text, states are said to “adopt” the text. However, this is distinct from their agreement to be bound by its provisions, which occurs when representatives with full powers have signed the text. In the interval between adoption and signature the treaty is said to be “open for signature”. |
