Council of Europe A European organization for cooperation in various areas between most European (not just EU) states. The assembly of the Council of Europe elects the judges of the European Court of Human Rights. The Council’s fundamental role is the maintenance of pluralist liberal democracy and economic stability in Europe. To this end member states have endorsed the preservation of individual rights as being a, if not the, vital method of achieving these aims. The Constitution of the Council of Europe provides that each member must ensure “the enjoyment by all persons within its jurisdiction of human rights and fundamental freedoms.” This provision was implemented by the creation of two human rights treaties, the European Convention on Human Rights1950 and the European Social Charter 1961. |
