Drago doctrine The doctrine that states cannot employ force in order to recover debts incurred by other states. In 1902 the combined fleets of Great Britain, Germany, and Italy mounted a blockade of Venezuela with the object of enforcing contractual and other claims against that country. This led Dr Drago, foreign minister of the Argentine Republic, to formulate the doctrine now known by his name, which states that “a public debt cannot give rise to the right of intervention, and much less to the occupation of the soil of any American nation by a European power”. |
