Legislation regulating bills of exchange. The first codified enactment of the common law developed by the English courts as part of law merchant, which the common law originally received was the (UK) Bills of Exchange Act 1882 (BEA). The BEA has been judicially recognised as a codifying Act: Bank of Baroda Ltd v Punjab National Bank Ltd & Ors [1944] AC 176 (PC); Bank of England v Vagliano Bros [1891] AC 107. Primarily due to its excellence, the BEA was copied almost verbatim and adopted in all the Commonwealth countries, including Hong Kong: Bills of Exchange Ordinance (Cap 19). The Bills of Exchange Ordinance, which became law in Hong Kong in 1885, copied the English Act closely and has since incorporated the reforms made by the English Cheques Act 1957.
