| 释义 | 公民 A full member of the civil community who enjoys certain privileges in that community and is subject to special obligations; a member of the body politic. The concept of ‘citizen’ has replaced that of ‘subject’ as the chief criterion for membership in a community. Hong Kong citizenship is not a concept which the law of Hong Kong recognises, since Hong Kong SAR bases upon permanent resident status: R v Secretary for the Civil Service & A-G, ex p the Assn of Expatriate (1995) 5 HKPLR 490 (HC). Hong Kong is not a state and cannot have its own nationality or citizenship law, so Hong Kong permanent resident is the equivalent concept to citizenship in Hong Kong: Lau San Ching v Liu, Apollonia (1995) 5 HKPLR 23 (HC).
