embargo n. The detention of ships in port: a type of reprisal. Ships of a delinquent state may be prevented from leaving the ports of an injured state in order to compel the delinquent state to make reparation for the wrong done. A good illustration of this was the action of Great Britain in 1839, when she captured and laid embargo upon Sicilian vessels, because the two Sicilies had granted a sulphur monopoly in violation of a commercial treaty. Such a reprisal would now be, arguably, a breach of Article 2(1) of the United Nations Charter. See also angary. |
