The trade or business of soliciting, receiving, negotiating, or settling bets, whether personally or by letter, telephone, telegram, or on-line medium (including the service commonly known as the Internet) or by any other means: Gambling Ordinance (Cap 148) s 2. Bookmaking is an unlawful activity and it is an offence under the Gambling Ordinance to engage or assist in bookmaking: s 7. The only organisation in Hong Kong that is currently permitted to solicit, receive, negotiate or settle bets by way of trade or business is the Royal Hong Kong Jockey Club, which is permitted to conduct totaliser or pari-mutuel betting on horse or pony races at either designated betting facilities on race course premises, or at its off-course premises.
