| 释义 | 言論自由 The right to express one’s thoughts or opinions without governmental restriction but the exercise of right may be subject to certain restrictions provided by law and are necessary: Basic Law art 27; Hong Kong Bill of Rights Ordinance (Cap 383) s 8 art 16. Rules and actions against impoliteness are rules and actions relating to a person's behaviour and therefore not related to any encroachment on the contents of that person's speech, and no breach of any provision of the International Covenant on Civil and Political Rights, the Basic Law or the Hong Kong Bill of Rights Ordinance (Cap 383) regarding freedom of speech: Leung Chak Sang v Lingnan University [2001] 2 HKC 435.
