International Criminal Tribunal for Rwanda
(ICTR) A tribunal created in 1994 pursuant to Resolution 955 of the UN Security Council. Given the well-publicized atrocities that took place during the civil strife in Rwanda in 1994, the Security Council exercised its powers under Chapter VII of the UN Charter with the aim of contributing to the process of national reconciliation and the maintenance of peace in the region. The ICRT was established for the prosecution of persons responsible for genocide and other serious violations of international humanitarian law committed in Rwanda between 1 January 1994 and 31 December 1994. It was also empowered to deal with the prosecution of Rwandan citizens responsible for genocide and other such violations of international law committed in the territory of neighbouring states during the same time period. The tribunal closed on 31 December 2015, having convicted only 85 persons, none of them within the ruling party. See International Criminal Court.
