释义	外在素材 Material not forming part of an Ordinance which may assist in the interpretation of that Ordinance in the case of an ambiguity, following in the rule in Pepper v Hart [1993] AC 593, 1 All ER 42 (HL). Such material includes explanatory memoranda, second reading speeches. Otherwise, and subject to the court’s inherent jurisdiction, it is not permissible at common law to have recourse to such materials for the purposes of statutory interpretation: Hadmor Productions Ltd v Hamilton [1982] 1 All ER 1042, [1983] 1 AC 191 (HL); Pepper v Hart, supra.
