释义 | 賦權的法例 A legislation that is passed to empower the doing of something which would not otherwise be lawful. This form of classification of statutes is less used nowadays. If the enabling legislation confers jurisdiction upon a court or other body, the jurisdiction conferred is interpreted liberally: Cox v O’Connor (1888) 11 VLR 538. On the other hand, the conditions and qualifications governing the jurisdiction conferred must be strictly complied with: Edwards v Roberts [1891] 1 QB 302; New Chuan Kong Investment Co Ltd & Anor v Securities and Futures Commission [2000] 1 HKC 164 (CFA).
