释义	恩恤理由 In immigration practice, matters often submitted to the Director of Immigration on behalf of a migrant, whether he entered Hong Kong illegally or has overstayed his limit of stay, for an exercise of the Director’s discretion to permit him to remain in Hong Kong or not to issue a removal order against him. However, the Director is under no duty to consider compassionate or humanitarian grounds in considering how he should exercise his discretion. But he can take such grounds into account if he thinks it appropriate: Lau Kong Yung (An Infant) & Ors v Director of Immigration [1999] 4 HKC 731 (CA).
