二讀陳詞
Speech given by the relevant designated public officer in the legislature outlining the policy underlying a proposed law (a bill) during the second reading. The second reading is the second stage in the passing of the bill where a debate covering the general merits and principles of the bill may arise. See also Parliamentary debates.
