| 释义 | 聯合國秘書長 The head of the Secretariat of the United Nations and its chief administrator, elected by the General Assembly on the recommendation of the Security Council: Charter of the United Nations 1945 art 97. The Secretary-General is charged with the responsibility of brining to the attention of the Security Council any matter which is considered to be a threat to international peace and security: art 99. The Secretary-General can act as an impartial mediator in disputes between member states.
