| 释义 | 信仰自由 The freedom to form one’s own beliefs about religious or political matters without state coercion: Hong Kong Bill of Rights Ordinance (Cap 383) s 8, art 15(2). Freedom of belief is generally equated with freedom of religion, although its meaning is broader in that it may encapsulate beliefs which are not essentially of a religious nature. The freedom is recognised by the United Nations: Universal Declaration of Human Rights 1948 art 20; International Covenant on Civil and Political Rights 1966; International Declaration on the Elimination of all Forms of Intolerance and of Discrimination Based on Religion or Belief 1981. Hong Kong residents have freedom of conscience, freedom of religious belief and freedom to preach and to conduct and participate in religious activities in public: Basic Law art 32 para 1; Hong Kong Bill of Rights Ordinance (Cap 383) s 8, art 15(1). There is also freedom to manifest belief which may be exercised either individually or in community with others and in public or private: Hong Kong Bill of Rights Ordinance (Cap 383) s 8, art 15(1); The International Covenant on Civil and Political Rights (ICCPR) art 18(1).
