释义	覆核 The examination of an administrative decision by a higher authority. The three most common forms of review are: internal review, which is review within a department by officers in a superior position to the original decision-maker; external review, which is a review on the merits of the case by the Administrative Appeals Board which has an identity distinct from the primary decision maker (Administrative Appeals Board Ordinance (Cap 442)); and judicial review, which is the process by which the court exercises its control of administrative actions.
