释义 | 十二芵里限制 The maximum permissible limit of the width of the territorial sea. Under international law, every state has the right to establish the breath of its territorial sea up to a limit not exceeding 12 nautical miles: United Nations Convention on the Law of the Sea 1982 art 3. It is measured from the baselines of the coastal state. This twelve mile limit is also regarded as a rule of customary international law: Guinea/Guinea Bissau Arbitration (1985) 77 ILR 635. It has been implemented into Hong Kong SAR law: Law of the People’s Republic of China on the Territorial Sea and the Contiguous Zone art 3 (listed under the Basic Law annex III).
