Idling, hanging about or remaining in or about the vicinity of a restricted, but not necessarily defined area, without any apparent purpose or reason: Mok Chi Ho v R [1979] HKLR 118 (HC). It is a criminal offence to loiter in a public place or in the common parts of a building with intent to commit an arrestable offence, or in any way to wilfully obstruct any person using that place or the common parts of that building, or his presence there, either alone or with others, causing any person reasonably to be concerned for his safety or well-being: Crimes Ordinance (Cap 200) ss 160(2), (3).
