释义 | 申訴專員 A person appointed by the government of a country as an independent reviewer of administrative action. In Hong Kong, the Ombudsman may investigate any action taken by or on behalf of an organisation in the exercise of its administrative functions in any case where any person may have sustained injustice in consequence of maladministration in connection with that action: The Ombudsman Ordinance (Cap 397) s 7(1). After an investigation into any action, the Ombudsman may report his opinion and reasons where there is evidence of maladministration on the part of an officer of an organisation: s 16(1). Where a report to the head of the organisation is not adequately acted upon, the Ombudsman has the power to submit the report with any further observations to the Chief Executive: s 16(3). The Ombudsman cannot be sued for acts or omissions in good faith in the performance of the office: s 18A.
