释义	不承認政策 The refusal of a state to acknowledge: a new state and its government, a revolutionary regime, or a parallel, competing government, in an existing state. Non-recognition may protect or sanction unlawfulness, be adopted for political reasons, or express a preference for the status quo. Formerly, members of the United Nations were obliged not to recognise the presence and administration of South Africa in Namibia: Namibia (South-West Africa) Advisory Opinion 1971 ICJ 54. A non-recognised entity cannot sue in the court of a state which has not granted its recognition, nor claim immunity and protection in it.
