释义 | 公民投票、公民表決 An expression of the popular will of the people through direct voting on an issue of their vital interest, such as the adoption of a constitution or the secession of a territory. Plebiscites have been used frequently by colonised people for determining their political destinies. International law does not specifically require a plebiscite to be held as a mode of ratification of the popular will. However, the right of people to self-determination has made a plebiscite a popular will option.
