释义 | 以投票方式選舉 A system of election where candidates are chosen by the electors privately indicating their choices on ballot papers. Such a method is referred to in the electoral laws of Hong Kong as ‘secret ballot’. The statute protects the permanent resident’s right to election by secret ballot: Hong Kong Bill of Rights Ordinance (Cap 383) art 21(b). The secret ballot system is established in the conduct of the elections of the Chief Executive (Chief Executive Election Ordinance (Cap 569) s 25(2)), the Legislative Council (Legislative Council Ordinance (Cap 542) s 47(1)(b)) and the District Councils (District Councils Ordinance (Cap 547) s 41(1)(b)). The Heung Yee Kuk elections are also required by law to be held by means of secret ballot: Heung Yee Kuk Ordinance (Cap 1097) Sch 1.
