This is extrinsic material that a court may have recourse to resolving an ambiguity in a statute, provided that the statement relied on is clear: Matheson PFC Ltd v Jansen [1994] 2 HKC 250 (CA) (applying the rule in Pepper v Hart [1993] AC 593, 1 All ER 42 (HL).
