释义 | 通訊自由 The ability to communicate freely and openly. The freedom of communication of Hong Kong residents and other persons in Hong Kong is guaranteed by the Basic Law art 30. However the relevant authorities may inspect communication in accordance with legal procedures to meet the needs of public security or of investigation into criminal offences: art 30. It is similar to but not synonymous with ‘freedom of expression’ and ‘freedom of speech’. In relation to foreign relations, freedom of communication includes the right to use diplomatic or consular couriers or bags. The Government of the Hong Kong SAR must permit and protect the freedom of all official consular communication, including communication with the government, the diplomatic missions and other consular posts, wherever situated, of the sending state: Consular Relations Ordinance (Cap 557) sch art 35 para 1.
