| 释义 | 刑事罪／罪行 An illegal act punishable by the state. Normally, a crime is seen as comprising the act of committing an offence (actus reus) and a culpable mental state (mens rea). However, it is possible for the legislature to introduce offences not requiring any mens rea – ‘strict liability offences’. In order to secure a conviction, the prosecution is expected to prove beyond reasonable doubt each and every element of the crime charged.
