释义	國際貿易組織 Abbr – ITO An abortive intergovernmental organisation created by the United Nations Conference on Trade and Employment held in Havana, Cuba in 1948. It was designed to arrest and reverse reliance on extreme national protectionism in the era prior to the 1939–45 war, which stunted the growth of world trade. The final Act of the United Nations Conference on Trade and Employment, and the Havana Charter for the International Trade Organisation 1948 of the ITO was never ratified by the United States Senate. The General Agreement on Tariffs and Trade 1947 was then conceived as an alternative interim measure to maximise world trade by minimising trade barriers.
