A set of rules laid down by the judges of the English Queen’s Bench Division from 1912 to 1964 as a guide to the procedures to be adopted by the police in questioning suspects, aimed at ensuring the fair treatment of the suspects. There have been a several versions over the years, and, until 1992, the 1912-1918 version was applied in Hong Kong except by the Independent Commission Against Corruption: Heilbronn Criminal Procedure in Hong Kong (3rd Ed, Longman) p 29 Fn 75. Interviews in police stations are now governed by the 1992 Rules and Directions for the Questioning of Suspects and the Taking of Statements issued by the Secretary for Security. The Rules and Directions expand the Judge’s Rules considerably and deal with a variety of matters concerning the treatment of persons in the custody of the Police, Bruce and McCoy Criminal Procedure Trial on Indictment (Butterworths) para 402.
