释义	起訴 Any action or original proceeding between parties. The term encompasses any civil legal proceeding brought by one person against another to enforce a right or claim, or to obtain redress for damage sustained. It has largely been replaced by the term ‘action’, which includes an action of any kind, both at law and in equity. The concept of a ‘suit at law’ is based on the nature of the right in question rather than on the status of the parties (government, parastatal or autonomous statutory entities), or on the particular forum which the legal system provides for the right to be adjudicated upon: YL v Canada Communication No 112/1981, Human Rights Committee (HRC) 1986 Report, Annex IX.A.
