释义	國家責任 The principle of international law that states are responsible for their intentionally wrongful acts, states are obliged to observe international obligations under customary international law an treaties, commit no wrongful acts against the sovereignty of other states, and maintain law and order within their territories. Responsibility is the corollary of a right and, if the international obligation is not met, there arises a duty to make reparation: Chorzów Factory Case PCIJ Ser A No 17 (1928).
