释义	勢力平衡 In international law, a principle aimed at maintaining peace and security through a proper and balanced distribution of forces among states, so that no one state or group of states can pose a threat to others. The balance of power principle originated and operated after the Peace of Westphalia 1648, and continued until the creation of the League of Nations in 1919. In the United States era (1945 onwards), the use of force in international relations is prohibited and the balance of power principle can no longer be invoked to justify violent preventive action beyond self-defence. See also Collective intervention; Self-defence. 國際法的原則，目的在於透過國家與國家之間恰當及均衡地分配勢力，以維持和平及及治安，因而任何一個國家或集團國家都不能對他國構成威脅。勢力平衡原則源自1648年的威斯特伐利亞和約(Peace of West- phalia 1648) ，並自此運行不息，直至1919年國際聯盟成立為止。到了美國強大的年代（由1945開始），則禁止在國際關係中使用武力，並除自衛的理由外，再不能援引勢力平衡此原則作為暴力預防性行動的理由。另見 Collective intervention; Self-defence。
