释义 | 交戰國 A state that is waging war according to the law of nations and usage of war. The right to wage war is confined to sovereign states. The determination of the status of belligerency is a political decision. International law protects belligerents by providing for the humane treatment of prisoners and for the right to surrender and be captured on the battlefield rather than facing summary death at the hands of the enemy: Geneva Convention on treatment of Prisoners of War 1949 (applicable to Hong Kong SAR). Also known as ‘Des Belligerents’.
