縱火 Generally, a colloquial expression referring to the unlawful setting of fire to property. Criminal law - The offence of destruction of or damage to property by fire: Crimes Ordinance (Cap 200) s 60. To secure a conviction, the prosecution must prove the accused intended to destroy or damage the property or was reckless as to whether the property would be destroyed or damaged (R v Kwong Tat Chuen [1996] 4 HKC 217 (HC)) and the property was belonging to another. The owner of property may not be liable for damage caused by him to his own property: R v Lee Sing Wai [1990] 2 HKC 462 (HC). But if the accused also intended to endanger another’s life by the destruction or damage or was reckless as to whether another’s life would be so endangered, he could be convicted of arson even if the property belong to him: Crimes Ordinance (Cap 200) ss 60(2), 64; R v Denton [1981] 1 WLR 217 (CA).
