释义 | 結算所 1. A central location or central processing mechanism, through which financial institutions agree to exchange payment instructions or other financial obligations such as securities. The institutions settle for items exchanged at a designated time based on the rules and regulations of the clearing house. In some cases, the clearing house may assume significant counterpart, financial or management responsibilities for the clearing system. 2. A person whose activities or objects include the provision of services for the clearing and settlement of transactions in, or the day-to-day adjustment of the financial position of, futures contracts or options contracts effected on an exchange; or whose activities or objects include the provision of services for the clearing and settlement of transactions in securities effected on an exchange; or (c) who guarantees the settlement of any such transactions as are referred to above, but does not include a corporation operated by or on behalf of the Government: Securities and Futures Ordinance (Cap 571) sch 1. Clearing houses and Exchanges are independent entities, although the clearing house may be owned by the exchange. In Hong Kong, there are three clearing houses, namely, The Hong Kong Securities Clearing Company Limited, The Stock Exchange of Hong Kong Options Clearing House Limited and The Hong Kong Futures Exchange Clearing Corporation Limited. They are all wholly-owned subsidiaries of the Hong Kong Exchanges and Clearing Limited (‘HKEx’), and are recognised clearing houses for the purposes of the Securities and Futures Ordinance (Cap 571). The Clearing House Function is carried out by Hong Kong Interbank Clearing Limited (‘HKICL’), which is a private company jointly owned by the Hong Kong Monetary Authority and the Hong Kong Association of Banks (‘HKAB’). HKICL was set up in 1995 to take over the clearing facility provided by the Management Bank of the Clearing House of the HKAB. HKICL provides interbank clearing and settlement services to all banks in Hong Kong and all interbank payments are settled across the books of the Hong Kong Monetary Authority through accounts all banks are required to open and maintain with the Monetary Authority for that purpose. An organisation (a) whose activities or objects include the provision of services for the clearing and settlement of transactions in securities effected on a recognized stock market or subject to the rules of a recognized exchange company; (b) whose activities or objects include the provision of services for- (i) the clearing and settlement of transactions in futures contracts; or (ii) the day-to-day adjustment of the financial position of futures contracts, effected on a recognized futures market or subject to the rules of a recognized exchange company; or (c) who guarantees the settlement of any such transactions as are referred to in paragraph (a) or (b), but does not include a corporation operated by or on behalf of the Government: Securities and Futures Ordinance (Cap 571) sch 1. The clearing houses for stock and futures are the Hong Kong Securities Clearing Company Limited (HKSCC) and Hong Kong Stock Exchange Hong Kong Options Clearing House Limited and Hong Kong Futures Exchange Clearing Corporation Limited respectively. 2. A centre for clearing and settlement of debt securities. In Hong Kong, the Hong Kong Monetary Authority runs the Central Moneymarkets Unit (CMU) to provide computerised clearing facilities for Hong Kong dollar and non-Hong Kong dollar debt securities.
