释义	公務人員 A person acting in an official capacity. A person holding an office in the police, Customs and Excise Department, Correctional Services Department, Independent Commission Against Corruption, Immigration Department: Crimes (Torture) Ordinance (Cap 427) s 2(1). A public official taking a decision owes a duty to the employing authority rather than to the individual member of the public, unless he has also given advice to the individual, in which case he may be liable under the general principles relating to advice: X (minors) v Bedfordshire County Council [1995] 2 AC 633, 3 All ER 353 (HL).
