| 释义 | 外交代表 The head of a diplomatic mission, and each member of the mission’s diplomatic staff (as distinguished from the administrative, technical, service, or domestic staff): Vienna Convention on Diplomatic Relations 1961 arts (1)(a), (e). A diplomatic agent is the most senior of the four categories of persons entitled to diplomatic privilege, and is, with certain exceptions, accorded immunity from the criminal, civil, and administrative jurisdiction of the receiving state: art 31(1). A diplomatic agent is equipped with a letter of credence or document of full powers, issued by the sending state. The People’s Republic of China is a party to the Convention on the Prevention and Punishment of Crimes Against Internationally Protected Persons Including Diplomatic Agents 1973. This Convention is applicable to the Hong Kong SAR. The Internationally Protected Persons and Taking of Hostages Ordinance (Cap 468) was enacted to implement this Convention in the laws of the Hong Kong SAR.
