Abbr – EU A supranational construct founded on the European Economic Community, the European Coal and Steel Community and the European Atomic Energy Community as part of the process of European integration. The EU was established by the Treaty on European Union signed at Maastricht on 7 February 1992 following two intergovernmental conferences held between 1990 and 1991 on economic and monetary union, and another on political union. It aims to promote for the people of its member states economic and social progress and a high level of employment and to achieve balanced and sustainable development, in particular through the creation of an area without internal frontiers, through the strengthening of economic and social cohesion and through the establishment of economic and monetary union; to assert its identity on the international scene, in particular through the implementation of a common foreign and security policy including the progressive framing of a common defence policy; to strengthen the protection of the rights and interests of the nationals of its member states through the introduction of a EU citizenship; to maintain and develop the EU as an area of freedom, security and justice, in which the free movement of persons is assured in conjunction with appropriate measures with respect to external border controls, asylum, immigration and the prevention and combating of crime: Treaty on European Union 1992 art 2 (as amended by the Treaty of Amsterdam 1997). It consisted at the time of its establishment the members of the European Community (Denmark, France, Germany, Greece, Ireland, Italy, Belgium, Luxembourg, the Netherlands, Portugal, Spain, and the United Kingdom) and was expanded in 1995 following the accession of Austria, Finland and Sweden. Its institutions are adopted from those of the European Communities but with changes made in both the Treaty on European Union 1992 and the Treaty of Amsterdam 1997. The Treaty of Nice 2001, which makes further changes to the founding treaties of the EU, came into effect in 2002. See also European Community; European Economic Community.
