| 释义 | 財政司司長 A government officer who manages the finances of the Government and supervises, controls and directs all matters relating to the financial affairs of the Government: Public Finance Ordinance (Cap 2) s 10. It includes the Secretary for Financial Services and the Treasury: Interpretation and General Clauses Ordinance (Cap 1) s 3. The Financial Secretary may make such administrative regulations and give such administrative directions and instructions not inconsistent with the Public Finance Ordinance as may appear to him to be necessary or expedient for the better carrying out of the provisions and purposes of the Public Finance Ordinance and for the safety, economy and advantage of public moneys and Government property: Public Finance Ordinance (Cap 2) s 11. The Financial Secretary’s primary duty is to oversee policy formulation and implementation in financial, monetary, economic, trade and employment matters, and is responsible for preparing the Government Budget in accordance with the Chief Executive’s policy agenda and under the Public Finance Ordinance, and for laying before the legislature each year the Government’s estimates of revenue and expenditure. He delivers the annual budget speech, outlining the Government’s budgetary proposals and moving the adoption of the Appropriation Bill, which gives legal effect to the annual expenditure proposals contained in the budget. The Financial Secretary is also the Chairman of the Exchange Fund Advisory Committee, the governing body of the Hong Kong Monetary Authority. The Financial Secretary is a member of the Executive Council, along with the Chief Secretary for Administration, the Secretary for Justice. 管理政府的財政，並對與政府財政事務有關的一切事宜作出監管、控制及指示的政府高級官員：《公共財政條例》 （第2章）第10條。亦包括財經事務及庫務局局長：《釋義及通則條例》（第1章）第3條。為能更有效施行《公共財政條例》的條文及貫徹其目的，以及保障公帑及政府財產的安全、經濟效益及利益，財政司司長可訂立其認為是必要或合宜而又不抵觸本條例的行政規例及發出不抵觸本條例的行政指示及指令：《公共財政條例》 （第2章）第11條。財政司司長的基本責任在於就政策的擬定及就財務、金融、經濟、貿易及僱傭關係的事宜的實施作出監管，此外，財政司司長負責根據行政長官的政策議程及《公共財政條例》擬備政府的財政預算，亦負責每年向立法會提交政府的收入與開支預算。財政司司長負責發表周年財政預算演講，概述政府的財政預算建議及動議通過《撥款條例》草案（即就有關財政預算載有的每年開支建議給予法律效力）。財政司司長亦是外匯基金諮詢委員會（香港金融管理局的管治組織）的主席。財政司司長是行政會會議的成員（其他成員有政務司司長、律政司司長）。 |
